The Brussels government aims for a 70% employment rate by 2030, representing approximately 57,000 additional employed individuals in Brussels compared to 2025. According to the latest economic forecasts, nearly 39,000 jobs still need to be filled. Actiris estimates its new measures will contribute to creating around 9,000 additional jobs beyond the expected market evolution.
"In 2025, our teams supported over 73,000 job seekers. This roadmap allows us to go even further, by concentrating our resources where they have the most impact and better connecting job seekers with available opportunities, both in Brussels and elsewhere. The 70% target is a collective challenge: Actiris is fully committed to playing its part, and we will do everything we can to achieve it with all stakeholders," stated Stéphane Laloux, Deputy General Director of Actiris.
Actiris's strategy is built on four main axes. Firstly, intensive and personalized support for job seekers, with 70% of staff redirected to this core mission. This includes faster processing (contact within 15 days), better needs identification through skills assessments and multidisciplinary teams, and the development of digital and AI tools. Special attention will be given to young people, aiming to support an additional 7,000 job seekers.
Secondly, Actiris will strengthen collaboration with VDAB (Flanders) and Forem (Wallonia) to increase the number of Brussels residents working outside the Region. The goal is to increase by 10% annually the number of Brussels job seekers finding employment in Flanders, totaling 2,210 more individuals over four years. Offers without language requirements will be translated, and professional training will be provided.
Thirdly, the agency will focus on anticipating job openings in Brussels, particularly in finance, insurance, industry, and energy, where many workers are nearing retirement age. A new hiring bonus is planned for 2027 to encourage the employment of Brussels residents. Laurent Hublet, Brussels Minister of Employment and Economy, emphasized the importance of this collaboration for job creation and supporting SMEs.
Finally, Actiris will act as a partner in economic development, especially within the framework of Brussels Economic Acceleration Zones (ZAEB). The agency will offer companies in these zones candidate pre-selection, tailored training, and access to employment aid, ensuring that created jobs primarily benefit Brussels residents. Achieving the regional ambition will require mobilizing all regional and community skills, as well as intensifying collaborations with businesses.
